Compliance of the Physical–Digital Integrated E-Seal with the Administrative Measures for Electronic Seals

To further standardize and strengthen the management of electronic seals, the General Office of the State Council issued the Administrative Measures for Electronic Seals (Guo Ban Fa [2025] No. 33) on September 27, 2025. The Measures have now been officially implemented nationwide. This regulation plays a significant role in advancing the widespread application and mutual recognition of electronic seals, building a trusted digital ecosystem, and promoting the development of a unified national market and improved business environment.Compliance with the Administrative Measures for Electronic Seals — Nine Key PointsPreviously, Esignaturechain Technology Co., Ltd., under the supervision of the Third Research Institute of the Ministry of Public Security (MPS), established and operates the Shenzhen Sub-Center of the National Electronic Seal Management and Service Platform. The company has actively promoted the use of Physical–Digital Integrated E-Seals that are officially filed with the MPS, and has supported the creation of several provincial and municipal electronic seal public service platforms in Yunnan, Guangxi, and Gansu.Among these, the Yunnan Electronic Seal Public Service Platform, the Qinzhou Electronic Seal Public Service Platform, the Laibin Blockchain Physical–Digital Integrated Electronic Seal Platform, and the Lanzhou New Area Electronic Seal Platform (collectively referred to as the “Four Platforms”) have successfully connected with both the National Comprehensive Seal Service Platform and the National Electronic Seal Management and Service Platform. Based on their promotion and operational performance, these platforms have been found to be fully consistent with the provisions of the Administrative Measures for Electronic Seals (hereinafter referred to as the “Measures”). The main points of compliance are summarized as follows:1. Compliance with the Definition and Content RequirementsThe Physical–Digital Integrated Seal Management and E-Signature System used by the Four Platforms has passed the conformity testing conducted by the MPS Third Research Institute and the MPS Computer Information System Security Product Quality Supervision and Testing Center. It has also obtained the Product Inspection and Testing Report and the Commercial Cryptography Product Certification issued by the Commercial Cryptography Testing Center under the State Cryptography Administration. These certifications confirm that the content and format of the Physical–Digital Integrated E-Seal fully comply with the national standards referenced in Article 2 of the Measures.2. Compliance with the Scope of Application and Legal ValidityThe Physical–Digital Integrated E-Seal includes both official and private seals. Each digital seal is derived from the same source imprint as its corresponding physical seal, maintaining identical mold and regulatory specifications. The Four Platforms have implemented synchronized issuance of electronic seals, physical seals, and electronic business licenses—ensuring consistency in origin, model, track, and legal status. Accordingly, the electronic seal possesses the same legal effect as its physical counterpart.Currently, in addition to use by government agencies, users from 23 provinces (including municipalities and autonomous regions)—comprising enterprises, institutions, and individuals—are using the system. This supports both governmental and business users by reducing administrative costs and improving efficiency.3. Compliance with Mutual Recognition, Production, and Filing RequirementsAll producers of the Physical–Digital Integrated E-Seal are first authorized by the MPS Third Research Institute through official Production and Filing Authorization Certificates. Upon completion, each electronic seal is filed with the National Electronic Seal Management and Service Platform and is accompanied by an MPS filing certificate.Because the system is included in the MPS-backed national management platform, users can verify signed documents directly via the official websites of the MPS Third Research Institute or the Shenzhen Sub-Center of the National Electronic Seal Management and Service Platform. This ensures greater authority, security, and integrity compared with non-certified electronic seals, thus achieving nationwide mutual trust and recognition.4. Compliance with Electronic Certification Service RequirementsElectronic government certification services associated with the Physical–Digital Integrated E-Seal are provided by the MPS Third Research Institute. As an electronic certification authority approved by the State Cryptography Administration, the MPS CA system is listed in the National Directory of E-Government Certification Service Institutions. It provides secure and reliable certification services for law enforcement, social governance, and public service applications. This fills a critical gap in electronic certification capabilities within the public security sector and plays an increasingly important role in safeguarding information and network security.5. Compliance with Legal Framework and Administrative ProceduresThe issuance of Physical–Digital Integrated E-Seals follows the same regulatory procedures as those governing physical seals, referencing the Seal Security Administration Measures (Draft). Application materials and issuance procedures are strictly reviewed. Data formats, generation processes, and application interfaces all conform to national technical standards.Particular attention is given to verifying seal molds and institutional information, ensuring comprehensive quality inspections before issuance, and maintaining rigorous standards for cancellation and reissuance to prevent post-issuance management issues.6. Compliance with Renewal and Revocation RequirementsThe Physical–Digital Integrated E-Seal issuance system features a practical and comprehensive architecture. When a seal expires, becomes damaged, or is lost, it can be conveniently reissued through authorized production outlets.In cases of entity name changes, dissolution, division, or merger, the system allows for prompt and accurate revocation or modification of seals as required, fully aligning with the Measures’ provisions on renewal and cancellation.7. Compliance with Authorized Production and Filing ProceduresDuring nationwide promotion, the Shenzhen Sub-Center of the National Electronic Seal Management and Service Platform has established a network of authorized regional partners through formal contractual agreements. Each partner operates under the supervision of the Shenzhen Sub-Center and conducts electronic seal production and filing in full compliance with relevant laws and regulations.8. Compliance with Traceability and Accountability RequirementsThe Physical–Digital Integrated E-Seal system integrates blockchain technology with physical–digital synchronization and electronic signature functionality across the entire signing lifecycle. All signing activities are recorded on-chain, traceable, verifiable, and tamper-proof.If any dispute or irregularity arises, the immutable audit trail enables precise verification and accountability through transparent evidence retrieval.9. Compliance with Coding and Identification RequirementsEach Physical–Digital Integrated E-Seal carries a unique 13-digit administrative code, consistent with the identification system used for physical seals. This code serves as the official digital identifier assigned by the state to administrative divisions, effectively functioning as a “digital ID” of the issuing authority.As a product of the Shenzhen Sub-Center of the National Electronic Seal Management and Service Platform, the Physical–Digital Integrated E-Seal combines three core advantages: public security filing, authenticity verification and tamper resistance, and complete physical–digital integration. It fully complies with the Administrative Measures for Electronic Seals and meets all relevant national regulatory standards.Moving forward, the Physical–Digital Integrated E-Seal will continue to provide efficient, compliant, and trustworthy electronic signature and sealing services for government agencies, enterprises, and individuals.
